How to Access the Velvet Room Anytime in Persona 3 Reload
When you first enter Tartarus, you’re given access to the Velvet Room via a mysterious door. This doesn’t mean you can only get to the Velvet Room while inside Tartarus, though – another door shows up in the real world. At Paulownia Mall, to be exact.
To find the door, travel to Paulownia Mall and find the police station, which is just northwest of the fountain in the middle of the area. You’ll spot an alleyway under the staircase to the left of the police station. While it may look like a dead end at first, it actually hides a secret: a hidden door to the Velvet Room.
Walk north toward the potted plant and then turn right to find the Velvet Room door. You can access this any time you’re given control of the main protagonist outside of Tartarus, so if you need to fuse or register your Personas, you don’t need to wait until the Dark Hour to do so. This is especially useful when working on Social Links as you get extra relationship points when you own a Persona of the corresponding Arcana, so you can use the Velvet Room entrance to swap your Personas around with ease.
